Request for quotation : Construction of Works to improve schools in the Autonomous Region of the Southern Caribbean Coast of Nicaragua.
1. Preliminary selection of quotes following formal and eligibility criteria: this stage
includes an evaluation to determine if the contributions meet the formal and eligibility criteria
indicated in the "Formal and Eligibility Criteria" table below. All
Quotations that are considered compliant at this stage will be submitted to the following steps of
the evaluation.
2. Technical evaluation following qualification criteria: in this stage the quotes are selected
that substantially meet the qualification criteria indicated in the table "Qualification Criteria"
below, and non-conforming quotes are rejected. should only be considered
Substantially conforming quotes that meet or exceed the qualification criteria.
3. Technical evaluation following technical criteria: in this stage the technical conformity of the
each quote according to previously defined technical criteria, as indicated in the table
"Technical Criteria" below. They should only be considered substantially compliant
quotes that meet or exceed the technical criteria. The technical evaluation must be completed before
proceeding with the financial evaluation.
4. Financial Assessment: Only financial quotes will be opened for quotes that have
exceeded the minimum level of substantial conformity in the technical evaluation. The quotes that
meet the requirements for a financial evaluation will be subject to an error check
arithmetic, under Article 28 [Minor Informalities, Errors or Omissions]. for evaluation
For financial information, Annex 4.1.A [Work Quantities] must be used. From among the quotes
substantially compliant, the quote with the lowest price will be recommended for award.
In some cases, the technical advantages provided by a higher priced listing may
justify the selection of a quote whose price is not the lowest. Also, when none of the
quotations fully conform to the requirements specification, it may be recommended for
award the most acceptable quote in technical terms.
5. Background Check/Due Diligence: After the assessment is complete, but prior to the
award, UNOPS is required to do a background/due diligence check of the bidder who has been
recommended for adjudication, in order to confirm that it meets the established requirements
in this Request for Quotation or, as applicable, depending on the procurement process.
UNOPS may reject any quote submitted based on the results obtained. The
Bidders must provide UNOPS representatives with access to their premises at all times
that may be considered reasonable, in order for UNOPS to carry out an inspection of
dependencies, equipment, Plant or Materials.
